I just descaled my new (used) unit and checked the temperature. You can see the readings in the photos I took by clicking here. The steam wand was about 140F and the espresso water was a little over 160F. Is that OK?

However, on my Saeco, Via Veneto, a similar machine to the Gaggia, Espresso the espresso water temperature is about the same (162F). But, on the steam side, the temperature actually will increase if it's allowed to run for a length of time. I think this is because it takes the steam generator time to get up to full operating temperature.
When Edward gets on this blog, I expect he will fully give you all of the details and specifics.
Temperature readings from both outlets of water are low.
Possible solutions include in the order stated below:
1- Replace water thermostat Limit 107C
2- Check resistance on the heating element. If it is below 14 Ohms, replace the boiler.
